The hurricane and its aftermath in New Orleans and the Gulf Coast are unprecedented and unimaginable. Never before in modern times have we seen a whole cvity virtually destroyed by "natural forces," displacing all of its citizens.In many parts of the world, the perception is held that this event was an effect of global warming. According to a Hong Kong newspaper editorial, it was "God's retribution" for George Bush's not signing the Kyoto protocol. Witnessing this event in America, it is evident that the seams stitching this society together have started to unravel. Unlike the 9-11 which consolidated America's militarism, the destruction of New Orleans is demonstrating America's helplessness in the face of natural calamity - and its underlying racism. Suddenly, within the most affluent society in the world, there are more than one half million refugees, most of them poor African-Americans.
The repercussions of this event will be felt all the

way to 2012.

The hurricane struck on White Galactic Mirror. The word "hurricane" is derived from a Mayan word Huyub Caan, which means "heart of heaven." The spiral galaxy itself is shaped like a hurricane, or rather a hurricane takes its shape from the galaxy. This means that on Galactic Mirror, the galactic heart of heaven was showing America a true reflection of itself.

The next day, Blue Solar Storm, the day the levees holding back the water from New Orleans crumbled in several places, on a bridge in Baghdad, a panic stampede caused the deaths of more than 800 Shi'ites on their pilgrimage to the tomb of the Seventh Imam. Cause of the panic was rumor that a suicide bomber was in the crowd. Baghdad is under US military control, and has been since 2003. This event probably would not have occurred had there been no US military presence stirring up the "Insurgents," and creating this kind of fear among the citizens. The "dam" breaking in New Orleans and the pilgrimage stampede on the bridge in Baghdad - a synchronic event, a double disaster in one day, a message to America. This is a foreshadowing of more things to come on the road to 2012.

The day before Katrina made landfall, I felt an urge to step outside after my morning meditation. The sun had not yet risen. As I looked on the western horizon, a massive "shooting star" cut a brilliant swath across the sky. An iridescent blue tail came to a sudden and abrupt end in an explosion of red and orange fire. Then it was gone. I wondered, who else saw this - or was it meant just for me? This was the morning of Red Resonant Earth - the Ah Vuc Ti Cab, Lord of the Center of the Earth. I knew the "shooting star" was a sign. I remembered the signs of shooting stars and comets in the sky reported by the Aztecs, a year or two before the arrival of the Spaniards. All signs come from God. Instinctively I felt that this was a sign of the end of the old order. Two days later, and for the next two weeks, the tragic story from New Orleans and the Gulf Coast unfolded. I knew this was the meaning of the sign in the sky.

Feeling the Pulse in Europe -Cosmic Awareness on the Road to 2012

This catastrophic event began but one week after returning from a three week tour of Europe: Spain (the Basque country), France, Switzerland, Holland, and Belgium. Begun just a few days after the AC-CA plate shift, it was important to get a pulse on the movement to change the calendar in this critical bioregion, as well as to present new teachings on the cosmic order of reality, Cosmic History, and the Mystery of the Stone. All of these teachings are embedded in the mindfulness training - natural mind - which is now so important as we enter the last seven years of the Closing of the Cycle. Indeed, the seven year spin on 2012 seemed uppermost in the minds of many. When we (the Associate Director of Research and myself) arrived in Spain, on Kin 108, Yellow Self-existing Star, we were promptly given the current issue of the popular New Age magazine, Ano cero. On the cover was an image of the Aztec Sunstone and the lead story "2012: Science confirms the Mayan Prophecy of the Sixth Sun." This 2012 awareness set the tone for the next three weeks.

As we move closer to 2012, the movement to change to the Thirteen Moon calendar continues to expand. People of all kinds thirst for the truth. The scheduled tour began with a lecture in San Sebastian, followed by a three day seminar "2012: The Spiritual Journey" (Magnetic 11-13), convened by PAN Spain. Highlighting the theme of creating world peace, the second day of the seminar occurred on the 60th anniversary of Hiroshima. Instruction in the practice of Natural Mind meditation was given, establishing the experiential part of the seminar. The event was attended by some 180 people, including kin from Latin America - Cuba, Argentina, Chile and Brazil. Besides the many kin from Spain, European kin were also present from Bulgaria and Portugal. The ceremony on the morning of the last day was conducted with the assistance of an Indigenous ceremonialist, Simeth Payan, accompanied by her son, Quetzal, who had participated at the Closing of the Cycle ceremony, Teotihuacan, 2002. Following the Seminar, a half-day Mystery of the Stone Intensive, featuring the presentation of the Wavespell of Cosmic History, was conducted for some 140 kin. Honors are due to the principle organizer and our hostess, Mertxe, 12 Storm, and her dedicated team, for organizing such a beautiful event.

Driven by automobile to the South of France, by Michelle 13 Wind, we arrived in the mystic land of the Cathars. Then, on the morning of the Magnetic Mirror (60th anniversary of Nagasaki) in a beautiful field outside la Roque de Fa, we gathered in a big rainbow circle (human Tzolkin) of more than 200 kin, most of whom came on very short notice. To my great surprise, my translator was Rainbow Joe, whom I hadn't seen since we were at Trinity site for the 50th anniversary of the first atomic bomb, ten years ago. After the invocation to the Galactic Federation and the inspiration to unify for the road to 2012, the circle broke up for a rainbow picnic. The 2012 prophecy was given beneath a tree. It was heartening to be in a country where I had not yet been on my mission, to see so many kin whom I had never met, as well as to be presented with the beautiful French Cosmic Seed Year Thirteen Moon calendar. This was a great sign of the truth and power of the 13:20 teachings of the Law of Time, answering a genuine need among the peoples of the Earth. Thanks to the persistence of Michel 4 Monkey, and a few dedicated helpers who helped bring this off.

A great confirmation of the spontaneously arranged galactic circle in southern France on Magnetic Mirror (9 August), was the major crop circle (320 feet in diameter) that appeared the same day at Waylands Smithy, Wiltshire, England. Similar to the "Mayan" wheat pattern that appeared near Silbury Hill Avebury, a little over a year ago (August 2-3, 2004), the more recent Magnetic Mirror circle prominently features a crescent moon in the center of the radial circuit-board mandalic pattern. The outer perimeter has a 20-unit design pattern. Exactly 20 days later, a solar seal cycle, on Galactic Mirror, hurricane Katrina made landfall.

Arriving in Switzerland on Lunar Storm, another three day seminar was to be convened, this time by PAN Switzerland, "The Law of Time: Alternative to War and Terror - the Journey of Peace to 2012" (Magnetic Moon 18-20). The seminar occurred outside of St. Gallen in the little village of Speicher, with some 160 people in attendance. It was impressive to see such a broad spectrum, including many gray haired elders. Synchronically, the Swiss seminar began on 4 Dragon, precisely 22 galactic spins after the discovery of the timing frequencies in the Museum of Time in Geneva (4 Dragon December 10, 1989), and this was the first time the Director of Research had been in Switzerland since then. Emphasizing the same themes as in Spain, including the Natural Mind meditation, the Swiss seminar was also followed by a half-day intensive on the Mystery of the Stone, focusing on the presentation of the four powers of nine, as well as the 13.7 billion year Wavespell of Cosmic History. Then followed an important PAN meeting, with representatives of a number of European PAN groups - Poland, Italy, Switzerland, Austria, Germany, Holland and the UK. A number of questions had been submitted in advance pertaining to the unification of PAN, the relation to the Foundation for the Law of Time, and the forthcoming sevenweek Noospheric Earth Wizard Seminar. The need to create a unified world PAN was a key issue. The meeting produced results, and a follow-up with 12 Eagle and 8 Wind from PAN Avalon, has resulted in the creation of http://www.planetartnetwork.info/. This unique web site is for the purpose of all bioregional PANs to be able to report their activities and needs on a 28-day basis, and to share their story. The call was also made for the PANs to establish their own Bioregional Congresses during this 13 Seed year, which would then elect representatives for a PAN World Congress. The role of the Foundation's relation to the PAN was also clarified as being the principle information and Thirteen Moon Peace Plan coordinating center, disseminating educational and research information about the Law of Time, while the PANs role is that of diffusing this information at a popular level through all manner and type of educational programs whose goal is to galvanize society into 13:20 awareness.

The PAN meeting was then followed by an impromptu gathering of the principle players in the German Speaking PAN - PAN Switzerland, PAN Germany, and PAN Austria. The cause of the meeting was certain splits or divisions between different groups, or rather, personalities. The purpose was to establish peace and understanding among this key coordinating group. As has been tirelessly said, if we claim to be a peace movement but cannot have peace in our own ranks, then how can we be effective in the world? This is why the principle of universal forgiveness is so paramount in our gatherings and on the Day Out of Time. But we must practice this every day. We must breathe in the negative, transmute it, and breathe out the light. All of our differences are ultimately differences of ego. This is why we need mind training. We all suffer from late Piscean age idealistic egotism, and have yet to arrive at Aquarian Age selfless service and collective mind. This meeting highlighted a problem that is cropping up in PAN groups more and more: The battle of the ego. (See next section of this Report).

Before we departed for Holland, we were able to take a train to Zurich. The city had just hosted its annual Rave Parade with more than one million ravers in attendance, a sign of the free and tolerant spirit of the city. In Zurich, we were able to visit the C.G. Jung institute, C.G. Jung house and the cemetery where the noted psychologist lies buried with other members of his family. This was an important psychic connection, paying homage to the man who brought the notion of Synchronicity into the modern world, hence a forerunner of the discovery of the Law of Time. Synchronistically, this visit occurred on the Red Galactic Serpent, the 18th anniversary of the Harmonic Convergence, Magnetic 22 (August 16).

From Switzerland, we traveled to Amsterdam for a day of rest (Planetary Hand, Magnetic 24). We arrived at the beginning of the great Sail Festival which occurs every five years. The harbor was filled with great parades of large sailing ships and sounds of pomp and circumstance, while crowds of pleasure loving tourists filled the streets and canal embankments. Because things illegal in most of the rest of the world are legal in Amsterdam (drugs, prostitution), the city has an unreal air. Walking through the crowds and taking a boat ride in the harbor, teeming with fleets of sail boats of every kind, it felt as if we were reliving a scene from the end of Maldek or the last days of Atlantis. The high point of the cultural tour of this unique city was a very moving visit to the Anne Frank House Museum - a site, along with the Museum in Hiroshima, which should be visited by every citizen of the Earth to help us wake up from our slavery to war and aggression.

On Spectral Star, Magnetic 25, we traveled to the little community of de Ritten in the Westerlo-Geel region of Belgium for another PAN meeting, convened this time by PAN UR (Holland) with members also present from PAN Belgium and PAN UK. Again, the importance of unification and of healing our divisions was emphasized, along with the vision of the journey to 2012: The need for unity, garden communities and cooperation and communication. The old order is coming apart and we must be ready. In particular, we need to establish ourselves now in mind training, because when the resonant frequency phase shift occurs at the end of the cycle, we need to be well-experienced in the non-egoic condition, which is the condition of universal nature all the time. The "phase shift" or "galactic ripple" refers to the frequency alteration in the molecular structure of the physical plane as the third dimension adjusts to the change in the solar-galactic hologram in 2012.

On the Red Crystal Moon, Magnetic 26, a final event was planned in Utrecht, Holland. Organized by PAN UR and Felix Galactic World-bridger, a business entrepreneur with an interest in Synchronicity. So came about this symposium on the topic of Synchronicity and the Law of Time. With some 300 people in attendance, the event was kicked off by presentations by 2 Human and 9 monkey of PAN UR, followed by the keynote by the Director of Research. Addressing the theme, Synchronicity, the Law of Time and the synchronic order, the talk took an interesting turn when Felix interrupted to call to attention to the fact that in the schedule was a 5-10 minute break.

The Director had not been planning to take a break in his speech which was quite extemporaneous, as he did not want to break the flow of his transmission. However, by simply acknowledging Felix, the break had already occurred. Reluctantly the Director agreed to a brief break. People filed out and before long a din of idle chatter filled the lecture hall. Exactly what the Director thought would happen. After ten minutes or so, the Director began to play his flute. He played a long solo. When he concluded, the lecture hall was still hardly half full. He began speaking anyway, in a highly impassioned manner about the need to get a hold of our minds so that the ego was not running our show. We need to develop a higher level of continuing consciousness along with greater patience. He spoke as well of the seriousness of what must be done to prepare for 2012, when the world will not be at all what it is today. The presentation ended on a very high note. Thanks not only to Felix, but also to PAN UR members: 10 Serpent, 9 Monkey, 1 Dragon, 2 Wizard and 2 Human, all of whom made the conclusion of this European tour a great success.

As a fund-raising effort for the Foundation for the Law of Time, the tour gathered significant contributions. As for the pulse of the people, a deeper seriousness and sense of the coming of 2012 was in the air. The CA - the eight year cycle of Cosmic Awareness had definitely arrived. With the CA Planetary Manitou comes the Way of Wielding Power. But to wield power we need great training and discipline. Especially since we are all walking now "on the edge of the abyss," we need to take responsibility for our own mind. We need to know how to recognize our fixations and our projections. For as long as our ego is in control, the wielding of power will only bring personal disaster upon us. This issue of ego is one of the most crucial ones facing the 13:20 movement today. To establish the cosmic civilization which will replace the now disintegrating old order, we must become familiar with the way of non-ego.

Because we are at this event point, the noosphere becomes easier to understand. The point of Cosmic History is to build on the unified planetary self-perception. All the bickering, war and fighting have no validity since we are a unitary planetary being. Everything must be built from this base. All perceptions you have accumulated must be washed away in the light of the truth that there is only one tradition, one religion, one Earth, and one being. Cosmic History absorbs all traditions, spiritual teachings and civilizations and puts them into a higher context without negating anything positive or creative. Just as we speak of Cosmic Awareness and cosmic consciousness, so we can speak of cosmic history, cosmic science, cosmic order, cosmic yoga, or even cosmic tantra. The time has come to openly embrace and aspire completely to the cosmic nature of our reality. It is now essential that everything be understood, practiced and experienced from the cosmic perspective which is the Absolute nature of reality. Only in this way can we elevate ourselves and be able to dissolve the barriers of self, family, tribe, nation, ideology, culture, race, language, science and religion - all factors that keep us enslaved to ego and at war with ourselves and each other. Planet Earth can no longer sustain the battle of the ego.

At our stage of emerging from the bewilderment of the 12:60 world, we are all still beset by many unexamined motives, attitudes and feelings. For this reason many misperceptions occur even within a movement devoted to the same ideal or cause. We are filled with great idealism for the Thirteen Moon calendar, the codes of the synchronic order, and the Law of Time, but we are still struggling, either in, or trying to get away from, the 12:60 world. This creates inevitable points of perceptual conflict within ourselves and often with others. The struggle itself is the problem.

"There is no way to peace - peace is the way..." We have been emphasizing this particular expression of Gandhi's during our teachings this past year. It is the essence of arriving at a condition of universal peace in a thoroughly non-aggressive way. What we mean by using this expression is that we must be peace all of the time.

To live peace is a choice. To become peace has nothing to do with being against war or being against anything, for that matter. To become peace has everything to do with realizing the true nature of our mind. The true root essence of peace lies in our mind. The fundamental nature of mind is non-ego. The true peace is non-ego. In fact the root essence of cosmic universal reality is non-ego. A tree doesn't have ego nor does a star, nor all the space between them. Therefore, the intrinsic nature of the cosmos is peace. This also means that cosmic consciousness is a non-egoic and highly dynamic condition of peace. Why don't we know this then, why are we not at peace? The answer is simple: Because of the ego.

The ego is what keeps us distracted from realizing the true nature of mind. By its nature, the ego has an investment in keeping you distracted from the true nature of mind, for if you fully realized mind's true nature - non-ego - the ego would have no reason to be. That is why the ego resists exposure. It fights against being exposed. This is the root of the battle of ego. Therefore we have to make an effort to dislodge the mind's usurper. This effort is known as mindfulness training, a type of meditation aimed specifically at introducing you to the true nature of your mind, and of dislodging or, more accurately, dissolving the illusion of ego. For if the true nature of mind is non-ego, anything that is not that is illusory. Again, it is precisely because it is illusory and delusional, that ego develops innumerable tactics to keep itself from being exposed, that is to say - dissolved!

If you asked virtually anyone in the Thirteen Moon calendar change peace movement if they believed in love, tolerance, compassion, and forgiveness, they would most likely respond, "But of course!" But what about universal, unconditional love, tolerance, compassion and forgiveness? That is too hard, too much. As a result, everywhere in the Movement there are personality conflicts, inspiring the battle of ego. The movement has been in existence long enough so that within the more established PAN nodes, egos arise, claim And when others disagree or have a different viewpoint, the battle begins.

Many people in this movement revere and admire the Dalai Lama. Here is a man who advocates supreme, unconditional compassion based on the kind of love you can have even for those who do you harm.　For this reason, the Dalai Lama never speaks harshly about the Chinese who are responsible for the genocide of at least 1.2 million Tibetans.　Yet many of the 13:20 people who hear these words and see this example of the Dalai Lama, cannot come to peace with members in their own movement, who, for whatever reason, they cannot stand.　Why?　Because they have no control over their ego, that's why.　And because they have no control over their ego they do not really know peace.

Because we do not know how to become peace, we are not yet mature as a peace movement.　We can only succeed as a peace movement if we all make the genuine effort to bring the ego under control;　and even more, to bring the ego under control not by battling it directly - for that, too, is a form of ego - but by persevering in realizing the true nature of mind - non-ego.　This is how peace is the way to peace.

When we know true peace, we know tolerance, compassion, forgiveness and love in an unconditional way free from any kind of fixations.　We can even love and compassionately forgive those humans still blindly operating in the 12:60 world.　But we can only truly do this when we have come to know our own mind, when we have been able to experience it directly, examining it fearlessly.　When we genuinely come to know our own mind we come to recognize our true self and separate it from our false self, our ego.　We see that for the most part, our mind is a jumble of concepts, habitual obsessive thoughts, fixations and projections.　We then can see that virtually all of the problems we experience with the world or with other people are due to our own fixations and projections.　When we fixate, we are no longer at peace, we are no longer in reality.　We can fixate on anything, and when we do, then we project unconsciously upon the object of our fixation.　How does this happen?

For example, we may fixate on our way of doing things, thinking it is best or the only way for our particular endeavor.　Someone else may come along with another approach, but perhaps at a whole other level than we are dealing with.　Nonetheless, unconsciously we may feel threatened, and unconsciously our ego will justify our fixation by projecting a negative shadow on the person presenting the other approach.　It may be that the person with the other approach may also feel a need to control his environment.　He will unconsciously feel the projection from the unconsciously threatened person and respond with a more intensified need to control.　In such manner does the battle of ego begin.　Once begun, because it is at first occurring at a totally unconscious level, it will then escalate into personality clashes that erupt at the conscious level.　Irrational hatreds or animosity will characterize the relationship of the two parties, each feeling thoroughly justified in its position.

Of course, this battle usually occurs over issues of "power."　For this reason, the battle of the ego generally takes place in the often unconsciously constituted power structure of a group, organization or PAN node.　So it is not unlikely for these kinds of ego battles to take place at the "top" of the organizational structure.　When the parties involved become intransigent in their positions, or when even only one of the parties becomes fully entrenched, it can spell great difficulty and problems for the whole organization.　Consequently, there is a failure to cooperate and a breakdown in communication. The peace movement then becomes a mockery of itself. This is when we really need peace, cooperation and communication.

What we are describing is all a natural tendency of the idealistic ego structure of the old 12:60 Piscean age, from which every single one of us comes. But now we must shed this idealistic ego structure and, through familiarization with the practice of Natural Mind mindfulness training, begin to assume the non-egoic, purely cooperative service oriented 13:20 non-ego structure of the Aquarian age! Then we will have success as a peace movement. Let us all become as good as the Dalai Lama. He doesn't teach what he teaches just to hear himself speak. He is saying that because he believes you can hear his words and put into practice what he is saying. He is not a god. He is just another cosmic being enduring another human incarnation - just like you and me!

You see, we are all cosmic beings. Our non-egoic essence is the essence of cosmic reality. All of the cosmos is permeated with non-ego. Genuine 13:20 mind is the mind of non ego. There is no ego in the Law of Time. The Law of Time is cosmic law. It is not just for our little planet at this little time. It is true everywhere, for it is the unvarying constant of universal synchronization. When we truly live by the Law of Time, we have no choice but to come to know the nature of our mind, the mind of non-ego. This non-ego is cosmic nature. In cosmic nature everything is of equal value, every moment is sacred. Because non-ego is cosmic we can see, then, how the way of non-ego is the way of cosmic consciousness. When we follow this way, then we come into Reality, which is peace, the sacred order of the universe.

When we are in reality we are at peace, we are real, we are in true relationship with the Absolute. Identity with the Absolute is what occurs when we are able to rest in an uncontrived manner in the non-egoic essence of our being. We can only have this relationship when our identity is within ourselves, the same as our autonomy. Many of us think we are autonomous, but our identity is still owing to fixation on some external standard or ideal. This fixation of course, is more ego.

If you think what I am saying is too hard or too beyond you, you are only resisting the truth. Anyone can sit down for one half hour and watch their mind. Anyone can begin to recognize the gap - the space between the thoughts. Anyone who can recognize the gap has already had a genuine glimpse of non-ego. But the gap must be extended, made thoroughly familiar, not only in meditation but in every day life. This is the meaning of Natural Mind.

We are all here with our karmic baggage. The Thirteen Moon calendar and Law of Time have coincided with our destiny, so now our karmic baggage can walk a path with meaning, while we experience the synchronic order as it enters our life and mind. But to truly join our karma - our life body - with our destiny - our 13:20 purpose - we need to walk a path of spiritual discipline, the discipline that takes you to reality, that allows you to recognize the true self in its reality. Then you have found your identity inside yourself. Then you can be honest, open and straight with yourself. Then you can begin to practice self-control and contain your own energy. Then you can cease projecting your shadow on others. Then you can cultivate inner contentment. Then you can come to peace with those against whom you once harbored resentment. Then you can practice time is art by cultivating your character with commitment and grace. Then you can give up the need to manipulate and control circumstances to be in your favor. Then you can practice the synchronic codes with a true meditative mind that knows how to genuinely wait and be patient, seeking only what comes to you. Then you can develop a relationship with the Absolute that works, because it is dwelling within you, the same as your true self, your cosmic essence.

Because we have just entered the first year of the CA Planetary Manitou, we must immediately become familiar with Cosmic Awareness. For this reason we present this teaching in this context. The issue of ego and the practical knowledge of non-ego affects everyone within this Movement. The perception of Cosmic Awareness that has been presented in this Report is the basis of the investigations conducted in the Foundation's Research and Development Center. The Cosmic Awareness is a necessary prerequisite for understanding the nature of noospheric life and consciousness, for which study and practice of the Law of Time prepares us. It is the duty of the Foundation to do everything in its capacity to make available all knowledge of the Law of Time to assist us through the phenomenal changes now occurring, and which will only intensify as we approach 2012.

We are now seeing everything from a higher level of consciousness. This is necessary to prepare us for 2012. This end date of the supreme Mayan prophecy has been the guiding factor in the discovery of the Law of Time, the creation of the PAN-World Thirteen Moon Calendar Change Peace Movement, and the establishment of the Foundation for the Law of Time. While, on the one hand, these are responses to a living Mayan prophecy, on the other hand, they are resonances of a higher galactic mission - the Galactic Federation. This is why the Foundation speaks of the coming of galactic culture, or the Galactic Culture Master Plan. Galactic culture is the yeast for the inevitable, post-2012 "bread" of cosmic civilization.

"An orderly visit of Extraterrestrial Federation in 2012 representing 88 star constellations - the world is getting ready for the most spectacular event." So reads the headline to a story in the India Daily, May 12, 2005 (http://www.indiadaily.com/). The story begins, "The world is getting ready for something spectacular in 2012. According to researchers, the Federation of the Universe ... will officially visit Earth in 2012 and reveal themselves. It will bring an end to all UFO cover-ups ... In many countries all over the world the rumors are floating that many governments are being contacted at this time slowly to announce their presence and coming official visit..." Though the story sounds like the sequel to the film, "The Day the Earth Stood Still," even if it is only imaginative play, it yet represents an archetypal aspiration - a sign of the quickening of the collective cosmic vision as we approach 2012.

It is important to grasp that the purpose of the teachings of the Law of Time are to prepare humanity for a mutational event in 2012-2013. The Thirteen Moon calendar is only the first stage of this preparation. The more our mind is normalized into the cosmic perception of galactic culture, the less shocking will be the events that are coming.

The call of the Galactic Federation, "Klatu Barada Nikto!" is interpreted to mean, "The Galactic Federation Comes in Peace!" The existence of the Galactic Federation implies higher levels of spiritual evolution and knowledge. We know about such a higher collective intelligence because, as an act of compassion, the higher transcendental order of cosmic consciousness communicates to us - it descends, becomes embodied, and then ultimately replaces the existing order. In its descent, it takes on a conceptual language, such as "Law of Time."

To be effective, this descent of new knowledge must occur as a holographic perception that is complete in and of itself. Only then can it fully replace the knowledge of the old paradigm. This describes the task to be fulfilled by the Law of Time and its biospherically manifest forms of information coordination and communication. For these manifest forms to succeed, they must exhibit the higher cosmic organization and principles of information coordination.

Higher, cosmic knowledge is always received at first as a vertical descent. Horizontal knowledge is knowledge that has already been accepted and conceptualized in different ways. If we cannot accept that there are vertical hierarchies of knowledge, intelligence and spiritual development, then we cannot evolve, for we remain lodged in self-defended pockets of horizontal knowledge. Hierarchies of knowledge are not to be confused with hierarchies of power, which represent the ego stratifications of the corrupt 12:60 order.

However, once it has been received and digested, new vertical knowledge can be transmitted and then disseminated in a horizontal manner to reach different levels of people and stages of development.

For there to be a strategic process of transmission, coordination and information diffusion there need to be two operations: 1) a strategic information receiving and coordinating operation which attunes and accommodates vertical information to horizontal flows and outlets; and 2) in coordination with the strategic information operation, the other unit must function as a widespread and diverse operation connecting with the different horizontal levels and layers of social organization in order to diffuse the new cosmic knowledge.

The two units operating together exemplify the higher cosmic organizing principle of information coordination. This cannot be confused with any present day models.

The present existence of the Foundation for the Law of Time and the Planet Art Network were conceived precisely to conform to the foregoing description of higher cosmic organization, in accord with the principles of the Galactic Federation. Such is the galactic template. Let us look at the reality.

In general, we have developed, in whatever bioregion, the PAN to suit the needs of our accustomed lifestyle and cultural perspectives. The PAN is fulfilling a vision, originally articulated in 1981 (Art Planet Chronicles), as the force that overcomes, by superior telepathic technology, the Syndicate for Material Evolution. This is the archetypal description of PAN in the present world situation. With the Telektonon prophecy and the Dreamspell calling forth the Thirteen Moon Calendar Change Peace Movement, the PAN became the 13:20 calendar change force, with the Law of Time providing the telepathic technology, while the Syndicate for Material Evolution represents the G-7 dominated 12:60 world - the chaos of the collapsing civilization.

When the seven years of prophecy were complete (2000) and the initial seeding of the Thirteen Moon Calendar Change Peace Movement had been accomplished, with twelve years yet to go to achieve the goal, it was necessary to create the Foundation for the Law of Time. In this way, the continued functioning of the vertical source of reception and transmission of the Law of Time could be assured. The best form to accommodate this need was to establish a nonprofit organization, the Foundation for the Law of Time.

The Foundation is the source of the source, grounding the key vertical information channel in a center for strategic coordination, in a particular place on Earth - Ashland, Oregon. To guarantee the capacity to coordinate the information continuously received by the living source, and then to transmit it to the PAN and other representatives of world society to whom the peace plan must be communicated, as well as to gather the funds needed to publish new material and generate major projects, the Foundation was the solution.

Respecting the principles of cosmic organization, the PAN had to remain autonomous as a unique and complementary function. Many people did not understand this intention and it has not been easy to develop the Foundation according to its cosmic purpose. During the first five years of its operation, no successful feedback system was created to coordinate the Foundation with the bioregional PANs. In addition, a coherent PAN USA has yet to emerge. Despite this, the PANs continued to flourish and proliferate around the world.

During the first five years, the Director of Research was able to maintain communication with strategic PAN leaders/translators, most notably: Brazil, United Kingdom, Chile, Italy, Columbia, Russia, and, to some extent, Japan. Considering the importance of PAN Japan in the world picture, the Foundation truly welcomed the visit of the delegation of PAN Japan kin this past Cosmic Moon. The visit set a standard for visits from other bioregional PANs. The Foundation has also been able to establish a more-or-less complete list of key PAN translators. (See above, section 1, for a report of recent PAN Europe meetings).

This brings us to the issue of the Foundation being established in other key bioregions. The idea was first brought up in the 11 Wizard year by a leading member of PAN Russia. After giving it some thought, a proposal was put forth by the Foundation for the "International Expansion of the Foundation for the Law of Time." This arose from "the need to assert the Law of Time on a global basis," expanding out from just being an "American" operation." A triple international Foundation was then envisioned - Russia, Brazil and Japan, in addition to the original Foundation in North America.

The underlying rationale for establishing at least three Foundations, is that it is now necessary to ground the galactic energy of the Law of Time as a planetary structure. A triangulation represents the minimum form to hold the gathering influx of galactic energy to be held in place, creating a strategic dynamic on the surface of planet Earth. This triangulation is known as the "Golden Triangle of the Arcturus Protectorate." Of the Galactic Federation, it is the "Arcturians" who have taken the responsibility to be the guardians of the Earth at this time of maximum biospheric crisis. When the planet holon was first revealed (1986), it was called the Arcturus Protectorate Grid. The Golden Triangle of Arcturus would create a fifth dimensional triangulation locking in place the fourth dimensional planet holon. This will greatly facilitate the interdimensional energy flux necessary for a successful phase shift in 2012.

The next step has been taken. At an extraordinary meeting of the Vision Council of PAN Brazil held on Lunar Moon 11-13, with some one hundred members present, representing all of the major cities of Brazil as well as a few representatives from Argentina, most notably Flaviah 7 Star of the Epuyen 13:20 garden Community, a Council of the Elders was formed. This consists of 33 of the oldest and most committed members of the PAN Brazil, those who, from the beginning, have been persevering and firm, and who represent all of the regions of Brazil. Thirteen kin were then elected to organize the Institute for the Diffusion of the Law of Time, and to form the directing council of the Institute, the Foundation's sister in Brazil. This is the key move which establishes the second point of the triangulation necessary to ground the galactic energy and assist in the global coordination of the transformative projects of the Law of Time.

At the recent Lunar Moon Vision council, another committee was formed to attend the Call of the Hummingbird, the gathering of the Vision Council of the Network of Bioregional Action, to be convened in Brazil during the Earth Wavespell, (September 17-30). This is a coalition of alternative communities (ecovillage network), and spiritual, Indigenous, and ecology networks in which the Thirteen Moon movement in Latin America has been active. The committee will not only represent the Calendar Change Peace Movement, but seek to identify leaders of the various networks and Indigenous councils who might participate in the Second Planetary Congress of Biospheric Rights, to be held in Brazil the following year, during Electric Moon 3-7, of the Red Magnetic Moon year (September 22-26, 2006).

To be held in Brasilia, the national capitol, yet another committee of PAN Brazil kin will begin to lay the ground work for the Second Planetary Congress of Biospheric Rights. To be hosted jointly by the Foundation for the Law of Time, the Institute for the Diffusion of the Law of Time, as well as PAN Brazil, it is hoped that the Congress will be held in the Parlamundi, the International Congress Hall of the World Parliament of Ecumenical Fraternity, where the First Planetary Congress was held ten years prior in 1996, Electric Wizard year.

The Second Planetary Congress of Biospheric Rights will provide a critical goal. It is envisioned as an action-oriented event focusing on implementing do-able alternative energy and community projects, fostering harmony with Indigenous cultures, and for establishing a working network for the creation of the Planetary Biospheric Congress. This Congress will oversee and coordinate the change to alternative methods and solutions for dealing with the problems of the world, as well as help organize the new alternative community as a global reality. A Noospheric Congress will also be set up to guide the Biospheric Congress and prepare for the coming of cosmic consciousness, 2012-13.

Currently, Brazil is leading the Movement in the cooperative mobilization for peace. PAN Brazil is now printing 100,000 more pocket calendars, having given away the first 100,000 for this Cosmic Seed year. Brazil, is also the country where more than eighty cities and two states have declared the Day Out of Time as an official holiday, calling it International Peace through Culture Day. The Banner of Peace has been instrumental in paving the way for this kind of recognition and for establishing the Day Out of Time - Peace through Culture Festival as the noosphere's first planetary celebration.

Brazil is not alone. Now, an American city has joined the Brazilian ranks. This past July 25, the mayor's office of Atlanta, Georgia, declared the Day Out of Time as an official holiday, calling it Global Peace through Culture Day. Credited for this are: PACCT, PAN Atlantis Crystal Core Team, in conjunction with the Foundation for the Law of Time, and radio station WRFG. Foundation Board member Wanique Shabazz 8 World Bridger, active with both "radio free Georgia" WRFG and the PACCT, was instrumental in this official decision.

Next in the cosmic plan, is for an equivalent organization for the Law of Time to be established in Japan to complete the triangulation. The Galactic Federation is confident that in the Overtone Moon, the third point of the Golden Triangle will be established. As in Brazil, the horizontal power of PAN Japan will only gain greater cohesion and higher purpose in its mission by the existence of such a complementary organization.

The Law of Time encompasses not just the Thirteen Moon calendar and the promotion of the PAN, but the Thirteen Moon Calendar Change Peace Plan, which is the strategy to pacify the 12:60 world by 13:20 means - that is by thoroughly non-aggressive and highly telepathic or psychic means. This includes the Thirteen Centers for the Restitution of the Human Mind, the Biospheric and Noospheric Congresses, Operation Earth Rescue, The Cosmic History Chronicles, and many other social and educational proposals. This is in accord with the cosmic game plan. The pacification must be accomplished by 2012, and it must be accomplished on a planetary scale. To do this, the main strategy is the critical preparation of a key corps of 13:20 people skilled in mind training, telepathy and the operation of the synchronic codes.

Before we can pacify the world we must pacify ourselves.(See above, Part II).　We all need to recognize and know our Natural Mind.　"Raise high the banner of meditation and develop your cosmic perceptions."　(Milarepa)　It is the cultivation of these cosmic perceptions that is the purpose of the "planetary engineering" project.　The proposal is to create around the world Thirteen Centers for the Restitution of the Natural Mind.　These Centers will create the telepathic grid for amplifying the noosphere's biotelepathic field of consciousness - and initiating the Rainbow Bridge in 2012.　When fully functioning, the Centers will also constitute the non-egoic safety net for the resonant frequency phase shift - and the "visitation."　This project is now being taken very seriously.

At the Swiss Seminar, in attendance for his first taste of 13:20 learning and life style, was Daniel Lipschits, 10 Dragon, a professional urban designer and architect specializing in alternative community design.　Knowing nothing about the Thirteen Moon calendar, he came across the "Planetary Engineering" project on the Foundation web site.　With his experienced background, Daniel has taken full charge of fully designing the centers as well as establishing the protocol of locating the sites, inclusive of their management and operational procedures.　Working closely with the Foundation and a task force drawn from PAN Switzerland and PAN UK, Daniel has already created a number of designs demonstrating a visionary integration of the 13:20 principles with the design needs of the project as outlined in the Planetary Engineering document.　In the meantime, it appears that following a final survey and water testing of the Baja California site, the first center will soon be ready for development.　We will have a more precise report on that project, its design and its funding, as the information becomes available.
